Kính thưa Phó Tổng thống Harris,


Chúng tôi chân thành đánh giá cao nỗ lực của chính quyền Biden-Harris trong việc đặt dân chủ và nhân quyền vào trung tâm của chính sách đối ngoại của Hoa Kỳ. Ngoại trưởng Antony J. Blinken đã khẳng định, “chính quyền Biden-Harris sẽ chống lại các hành vi vi phạm nhân quyền ở bất cứ nơi nào chúng xảy ra, bất kể thủ phạm là đối thủ hay đối tác”. Trước chuyến công du sắp đến của Bà tới Việt Nam và Singapore, chúng tôi trân trọng đề nghị Bà tiếp tục cống hiến cho nhân quyền với tư cách là quan chức cấp cao nhất của Hoa Kỳ trong chuyến viếng thăm.


Báo cáo về Nhân quyền ở Việt Nam giai đoạn 2020-2021 của chúng tôi cho thấy chính phủ Việt Nam tiếp tục vi phạm các quyền cơ bản của con người, từ phân biệt đối xử, bắt bớ và giam giữ tùy tiện, vi phạm xét xử công minh đến hạn chế quyền tự do tôn giáo, tự do chính kiến ​​và biểu đạt, tự do lập hội… Từ tháng 1 năm 2020 cho đến ngày 31 tháng 5 năm 2021, Việt Nam đã bắt và giam giữ 79 người thể hiện các quyền cơ bản của họ một cách hòa bình. Tính đến ngày 31 tháng 5 năm 2021, 288 tù nhân lương tâm đã bị giam giữ trong các điều kiện thể lý và quản lý khắc nghiệt.([1])


Trước những vi phạm nhân quyền và hạn chế quyền tự do này, chúng tôi kêu gọi Bà thể hiện vai trò lãnh đạo trong việc thúc đẩy nhân quyền bằng cách:


- khuyến khích và thuyết phục chính phủ Việt Nam thực hiện cải cách và mang lại những cải thiện đáng kể về tình hình nhân quyền của đất nước;


- kêu gọi chính phủ Việt Nam chấm dứt ngay lập tức và vô điều kiện việc giam giữ tùy tiện những người bất đồng chính kiến ôn hòa và trả tự do cho tất cả các tù nhân lương tâm và tù nhân chính trị.


Chúng tôi cũng kêu gọi Bà gặp gỡ những người bất đồng chính kiến và gia đình của các tù nhân lương tâm để thể hiện sự ủng hộ mạnh mẽ của Bà cho nhân quyền và lòng trắc ẩn đối với những người đã can đảm hy sinh vì chính nghĩa. Cuối cùng, chúng tôi luôn sát cánh và sẵn sàng hỗ trợ Bà bằng cố vấn, thông tin và tài liệu tham khảo chuyên môn để chuẩn bị cho chuyến đi của Bà đến Việt Nam.


Xin kính chúc Bà một chuyến thăm Châu Á an toàn và thành công.

Open Letter to Vice President Harris about protecting human rights activists in Vietnam ahead of her trip to Vietnam


Vietnam Human Rights Network and Defend the Defenders ask Vice President Harris to raise human rights issues with the Vietnamese government’s representatives


CALIFORNIA, USA, August 6, 2021 /EINPresswire.com/ — In a joint open letter to Vice President Kamala D. Harris in advance of her upcoming trip to Vietnam and Singapore, two non-profit advocacy organizations have come together to urge the Vice President to demonstrate strong leadership in the promotion of human rights, as the highest-ranking U.S. official on the trip and the first vice president to ever visit Vietnam. The state of California alone has over 800,000 Vietnamese-Americans, who will be watching this historic visit with great interest and hope as the United States works to promote and protect human rights and democracy worldwide.


The Vietnam Human Rights Network (VNHRN) and Defend the Defenders (DTD) reference a 2020-2021 Report on Human Rights in Vietnam, which highlights a sustained pattern of discrimination, arbitrary arrest and detention, and the restriction of fundamental rights and freedoms by the Vietnamese government against its citizens. These egregious actions resulted in a significant number of arrests and detentions; as of May 31, 2021, 288 prisoners of conscience were held in harsh physical conditions in clear violation of their human rights.


In response to these violations, the VNHRN and DTD call for the Biden-Harris administration to take a number of specific and meaningful actions, including asking the Vietnamese government to pursue significant human rights reform, to end the arbitrary detention of peaceful dissidents, and to immediately release all prisoners of conscience and political prisoners.


Vice President Harris is also strongly encouraged to meet with prisoners and families to demonstrate advocacy and compassion to people who have acted in good faith and made personal sacrifices to advance the just and meaningful cause of promoting and upholding fundamental human rights.


In support of this critically important visit, VNHRN and DTD stand ready to offer expert advice, references, and timely and relevant information to support the protection of human rights activists in Vietnam, which is of paramount importance to defenders of equality and fairness everywhere.
